The anusvāra is substituted for m at the end of a word, before a consonant.,
Thus कुण्डं हसति, वनं हसति, कुण्डं याति, वनं याति ॥ The word हलि is understood in this sutra. Therefore not here, त्वमत्र, किमत्र ॥ The म् must be at the end of pada; therefore not here; गम्यते, रम्यते ॥,
